As Lynn noted, Amsterdam is full of bicyle parts. As are some other cities. Oxford, being a student city, has a few bikes around. The parts seem to mostly be single wheels though. I guess their bike owner vs. bike stealer relationship hasn’t evolved yet to the point where they know to lock the frame and the wheel to an object that cannot be moved.
